In terms of value, I've seen the bundles offered, or rather I've seen a bundle that includes a nikon body, the 18-55 VR, and the 55-200 VR but usually on a lesser body like the D60. If just the 55-200, that's really too long a lens for it to be a bundle you could practically use. While I will agree that both lenses are considered "good" lenses, with the D90 I would opt for a more robust lens like the 18-200 VR, or the 16-85 VR, because both the 18-55 and 55-200 VR lenses are lenses more on the cheap level of build quality than I like and don't stand up to heavy use well. I've gone through a couple of "kit" lenses, both an 18-55 and 18-135 being used in a very humid and hot temperature environment. I have used both the 18-200 and 16-85 VR lenses and now own the 16-85 and can attest to its image quality, angle of view, and build quality as a standard zoom that I can use under most conditions. And I've left it on my D80, in my trunk, in Georgia summer heat with no problems, something I'm afraid the 18-55 and 18-135 can't handle.
So here's the thing: Yes, the 18-55 and 55-200mm VR lenses are good, in that they work and give good enough results in the way of image quality - But, they are ideal for people who use them in a leisure setting or environment and don't really require much more from what they buy. I will recommend that if you are going to invest in the D90, being that it is a step up from the sort of camera the aforementioned people usually get, you may want to consider puting more of an investment in higher quality lenses. When you get out of the $150-200 range and into the $500-600 range, the quality gets better - believe me.
