The 18-55mm lens will probably be your main workhorse. Very few people can do without this kind of lens. It covers the most useful and needed range for a casual photographer. From 18mm, which is moderately wide to shoot a room full of people while you're in that room, to 55mm that's great for portraits and medium range close-up (get a single face out of the crowd in the same room mentioned).
The 55-200 is a medium to moderate telephoto that's great for catching distant objects. For example a single person from across the street at 200mm level, or a not-too-distant bird, and so on.
If you are to buy just one lens - 18-55 is the one to get, but if you want more flexibility and versatility, you can consider getting them both. Or get just 18-55 now and save for the other one, while you'd determine if you really need that, or you'd rather go even more wide angle. There's also a great Nikkor all-around 18-200mm lens, that covers the range of both lenses in question combined (and you never have to exchange them), but it comes with a hefty price tag, and it's pretty large and heavy...
